Human Resources Director

Our client is a well-established home health and hospice agency that has steadily expanded across the San Francisco Bay area for over 20 years. Operating across three regional branches, the organization is dedicated to providing compassionate, high-quality care to patients and families throughout San Francisco, the East Bay, and the South Bay.

To support their continued multi-site operations, they are seeking an experienced, hands-on Director of Human Resources to build and lead their People function end-to-end. This is a true "build" role where you will design systems, set standards, own outcomes, and hold a real seat at the table in shaping how the agency hires, retains, and develops its team.

The Role & What You'll Own

As the Director of HR, you will take full ownership of the human resources, recruitment, and healthcare compliance landscape across all three branch locations:

● Full-Cycle Recruiting: Manage requisitions, sourcing strategies, recruiting budgets, job board spend, vendor relationships, and interview design across all branches.

● Employee Relations: Lead and document workplace investigations, corrective actions, and separations to a defensible, compliant standard.

● HR Policy & Governance: Author and update the employee handbook, establishing consistent HR policy application across all locations. 

● Labor Law Compliance: Maintain strict compliance with federal, California, and local San Francisco employment laws (including wage & hour, leaves, accommodations, and pay transparency). 

● Healthcare Personnel Compliance: Own clinical compliance functions including primary-source licensure tracking and verification, exclusion screenings, background clearances, mandatory training, and survey-ready personnel recordkeeping.

● Operations & Benefits: Oversee onboarding programs, benefits administration, leaves of absence (FMLA/CFRA/PDL), and interactive accommodation processes. 

● Strategy & Budget: Drive workforce planning, employee retention strategies, and total HR and recruiting budget oversight.

What You'll Need

● Experience: 5+ years of progressive HR leadership, including direct ownership of employee relations, compliance, full-cycle recruiting, recruiting budgets, and vendor management.

● Labor Law Expertise: Strong working knowledge of California state, San Francisco local, and federal employment laws.

● Investigations: Demonstrated ability to independently conduct and document legally defensible workplace investigations.

● Education: Bachelor’s degree in HR, Business Administration, or a related field (or equivalent practical experience).

● Mobility: Valid California driver's license and reliable transportation (or another reliable method) to travel between HQ and regional branches.

Preferred Qualifications:

● HealthcareExperience:Industry Direct HR leadership experience within home health, hospice, or multi-site healthcare operations.

● Clinical Compliance: Familiarity with healthcare employment compliance, survey readiness, and credentialing.

● Certifications: Professional HR certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR.

Compensation & Benefits

● Base Salary: $140,000 – $180,000 per year, depending on experience.

● Bonus: Discretionary annual performance bonus.
